An thought just occured to me... why is the draw time tied to which Round it takes place in and not the match duriation itself? I feel like the number of seconds determine for a draw this way can be seen like this: 2 seconds x (number of 10 increments) minutes. 

For example, a 28 minute match would have a draw time of 4 seconds and a 46 minute match draw time would be 8 seconds. 

Another thing to note is the case that the competitors involved in a match that could be considered a draw can agree who the winner is and can exclude the need for a rematch. Seems fair if the competitors get to agree who is the declared winner in this scenario.
